Request for Financial Assistance
Before completing the form requesting financial assistance please read below the current club policy. This is an extract of Section 22 from the SCT Constitution relating to the provision of assistance:
Section 22. ASSISTANCE

Financial assistance may be provided to members who:
-
Are selected to represent the ACT or Australia in athletics (including
selection as an official): or
-
Have reached a level of elite performance and require a higher level of
competition to fulfil their potential.

The Committee may set further guidelines for governing eligibility for and/or
the distribution of available funds.
[As a general principle, such assistance will not be available for members where
the representation is for Little Athletics or primary schools-based national
competitions]

A member seeking assistance
shall apply in writing to the Secretary or President on the
application proforma
prepared by the Committee. The assistance and amount to be provided shall be
approved by resolution of the Committee.

The assistance may be paid, as a general rule, be up to a maximum of 50% of the
member's contribution to team travel costs and accommodation, and shall be
subject to:
-
the number of athletes to be supported;
-
the actual cost of the travel and accommodation;
-
the availability of funds;
-
the contribution of the member (or family), especially in regard to
fund-raising - either directly in fund-raising or in some other form of support
to the Club;
-
the length of time in athletics and as a member of SCT (generally the minimum
requirement is 12 months membership);
-
the potential benefit to be gained by the member from participating in the
championship or event; and
-
other sponsorship or assistance available to the athlete.
Additional guidelines used to calculate reimbursement:
The 2004/05 SCT Club Committee voted in favour of adopting a set of specific
guidelines for the reimbursement of member travel costs, associated with
national and international competition.
The guidelines are not intended to replace the general principles for athlete
assistance, as stated in section 22 (above), but rather to give the committee a
clear and consistent means of their application, in responding to each request
for member assistance.
The guidelines, as specified below, adopt a three tier system to the
reimbursement of funds:
Tier 1.
Up to 50% of travel costs, not exceeding $400 for interstate competition, or
$800 for international competition, to be paid to members who meet
at least 2
of the following 3 criteria:

Member has minimum 5 years membership with SCTAC, including membership of
affiliated junior club
-
Member is considered by Club Committee to be elite, or to have elite potential
-
Member (or family) has assisted SCTAC in a volunteer capacity on
at least seven
different occasions. Assistance may take the following forms:

Track & Field official (per meeting)
-
Assisting at
Fadden Pines
(per meeting)
-
SCT Committee member (per term)
-
ACT Athletics Committee (per term)
-
Cross Country Club Committee (per term)
-
Coach affiliated with SCT Athletics Club (per year)
-
Articles written for Tuggie Athlete magazine (per article)
-
Club Winter Relay Events (runners and helpers - per event)
-
Club Fundraising Events (per event)
-
Other forms of involvement which are accepted by the club committee as being
club assistance
Tier 2.
Up to 35% of travel costs, not exceeding $300 for interstate competition, or
$600 for international competition, to be paid to members who meet
at least 2
of the following 3 criteria:

Member has minimum 2 years membership with SCTAC, including membership of
affiliated junior club
-
Member is considered by Club Committee to be elite, or to have elite potential
-
Member (or family) has assisted SCTAC in a volunteer capacity on at least four
different occasions. Refer 'Tier 1' for forms of assistance
Tier 3.
Up to 20% of travel costs, not exceeding $150 for interstate competition, or
$400 for international competition, to be paid to members who do not satisfy
either of the above, provided that athlete has not transferred from another ACT
based athletics club within the six months preceding the date of competition
[Note that the words - 'Up to' in relation to each of the above tiers have been
used to address the event of there being insufficient club funds available to
pay the specified percentage of travel costs. It is the committee's intention
to otherwise respond to all requests for athlete assistance by using the
maximum percentage (50/35/20) available for each respective tier.]
Previously adopted guidelines for calculating assistance:

Travel assistance will only be paid for travel between Canberra and the venue
in the state where the championships are to be held. Incidental travel while at
the event is not covered.

Where other sponsorship/subsidy has been obtained, the assistance provided to
the athlete may be up to 50% of the cost of travel and/or accommodation once
the amount of the sponsorship has been deducted - for example,
travel/accommodation costs are $150 and $80 sponsorship has been gained from
another source...
Assistance would be calculated in the following manner:

It will be appreciated that such an approach creates an incentive for athletes
to obtain other sponsorship.

Applications for financial assistance
must
be made
within two months of the event.
Cheques will be posted to successful applicants after the event - possibly two
months after the event if there are a large number of applications.

Only
ACTUAL
costs will be taken into account - for example, any portion of travel taken on
frequent flyer points will not be considered. Assistance is often sought by SCT
from the TVRUASC. However, assistance will only be given by TVRUASC where the
recipient or a member of the family is a member of the TVRUASC.
